GOVERNING BOARD MEETING MINUTES

JUNE 17, 2010

The Governing Board of the Zumbro Education District No. 61-6012 met in regular session on June 17, 2010 at the Zumbro Education District Office. The Chair, Gail Hester, called the meeting to order. At the roll call the following members were present: Duane Bartel, Jan David Fisher, Diane Lund, Len Oelkers, Stephanie Fossum, Ron Janning, and Carol Anhalt, Executive Director. Heidi Kass recorded the minutes.

There were no visitors at the meeting.

Motion by Janning, seconded by Fisher to approve the revised agenda. Voting for: Bartel, Fisher, Lund, Hester, Fossum, Janning, and Oelkers. Voting against: none.

Motion by Fisher, seconded by Fossum to approve the consent agenda. Voting for: Hester, Lund, Fisher, Oelkers, Fossum, Janning, and Bartel. Voting against: none.

The consent agenda is as follows:

2.1Approval of the May 2010 minutes.

2.2Approval of May 2010 Electronic Fund Transfers totaling $300,000.

2.3Approval of the June 2010 Claims and Bills: Checks numbered 39081-39098 and 39106-39191 for a total of $170,016.80; wire payments of taxes on May 31, 2010 and June 15, 2010 of $52,708.40.

2.4 Approval to hire Michael Richards, BA step 7, for the position of Science Teacher at the ALC.

2.5 Approval to hire additional summer staff for the 2010 Extended School Year Programs as presented in Attachment A1 and A2.

2.6 Approval of a leave for Erin Mogensen, School Psychologist, expected to occur from October 1 – November 26, 2010.

Carol Anhalt presented the Director’s Report. A complete report is on file at the ZED office. The Transition to Success program for students 18-21 held an informational open house for parents and students who are interested in attending the program next fall. Six new students are expected to attend beginning in the 2010-2011 school year. The ninth grade transition program continues to show success. Eight out of ten students passed the MCA Writing test this spring. The middle level RESULTS program ended the school year with 16 students, nine of whom will return in the fall. Students in need to credit recovery can receive a full credit by attending the summer program at the ZED ALC. The program began on June 14 with sixty students.

Motion by Fisher, seconded by Lund to approve the adoption of new mandatory policies #601, #603, #612.1, and #616. Voting for: Hester, Fisher, Lund, Bartel, Janning, Fossum, and Oelkers. Voting against: none

Motion by Janning, seconded by Fisher to approve billing the member districts for unreimbursed Special Education costs for 2010-2011 as presented. Voting for: Hester, Fisher, Lund, Bartel, Janning, Fossum, and Oelkers. Voting against: none

Motion by Fisher, seconded by Oelkers to approve the allocation of Federal 480 ARRA Special Education Funds to member districts for FY11 as presented. Voting for: Hester, Fisher, Lund, Bartel, Janning, Fossum, and Oelkers. Voting against: none

Motion by Bartel, seconded by Fossum to approve the budget for the 2010-2011 school year as presented. Voting for: Hester, Fisher, Lund, Bartel, Janning, Fossum, and Oelkers. Voting against: none

Motion by Janning, seconded by Lund to authorize that revenues generated from Region 10 workshop fees and unexpended by June 30, 2010 be designated for use by Region 10 in 2010-2011 Voting for: Hester, Fisher, Lund, Bartel, Janning, Fossum, and Oelkers. Voting against: none

Motion by Fisher, seconded by Janning to authorize a transfer of funds from the general fund (01) to the construction fund (04) in the amount of $103,029.39. Voting for: Hester, Fisher, Lund, Bartel, Janning, Fossum, and Oelkers. Voting against: none
